Vision

To promote the Rule of Law in the Philippines and the ASEAN region according to the tenets enshrined in the Wall of Inspiration:

“THE FUNDAMENTAL PRINCIPLES OF JUSTICE NECESSARILY CONNOTE A RULE OF LAW AND NOT OF MEN AND AN ACCEPTANCE OF THE CONCEPT OF HUMAN RIGHTS INHERING IN MAN BY VIRTUE OF HIS VERY HUMANITY AND NOT GRANTED TO HIM BY THE STATE AND FEARLESS AND COMMITTED LAWYERS TO SEEK THEIR ENFORCEMENT BY A FREE AND INDEPENDENT JUDICIARY SWORN TO PROTECT AND ENFORCE THE LAW WITHOUT FEAR OR FAVOR.”

Mission

The Teehankee Center for the Rule of Law aims to be the leader and central repository for Rule of Law studies in the Philippines and the ASEAN region.

To attain its Mission, the TCRL anchors itself on 3 foundational Rule of Law Pillars:

Program 1 – Rule of Law and Good Governance.

Program 2 – Rule of Law and the Private Sector.

Program 3 – Rule of Law and Sustainable Development.

Objectives


In the implementation of the Pillar Programs, the Center will be guided by the following objectives:

  1. Produce advanced graduate level scholarship dictated by best practices of international legal studies. Emphasize interdisciplinary research and empirical methods (quantitative and/or qualitative) that can be deployed to legal questions.
  2. Digitize existing repository of historical works and collections through state-of-the-art digital imaging and e-database building according to international library imaging standards and best practices.
  3. Establish Rule of Law benchmarks, develop Rule of Law methodology, and function as repository for Rule of Law indices.
  4. Provide policy and regulatory advice.
  5. Undertake Grant administration and donor coordination to achieve its core research agenda.
  6. Generally expand the Rule of Law academic community into ASEAN, build institutional networks and linkages, and engage in stakeholder development.
